[ubuntu-za] Why does LTS not get the latest apps

Perhaps then have built it useing the latest version and still need to back track it.

Just my thought. Not sure.

Afternoon everyone ,

I just read an article of an updated version of Shotwell (default in 
Ubuntu).
The very last bit of the article got my attention. "This new version 
will land in
Raring with normal updates".
Note , no mention of Precise , which is the current LTS version.

This is not the first time I see default application's latest versions 
not being given to the
current LTS.

So my questions are , why does this happen ? And what is the point of 
having a LTS version if it is not
supported app wise ? (doesn't receive the latest default apps via updates)
