Sounds like an old package that doesn't know about the /run transition.

In oneiric and later, /run is a tmpfs, meaning a RAM disk that is thrown
away at reboot. /var/run is now a symlink to /run.

So directory inside /var/run such as /var/run/hplip can't be expected to
be there every time you reboot.
