The development release (natty at the moment) updates continuously
(although most mirrors only mirror at most 4 times a day). You don't
need the ISOs to use it, or even to install it (you can upgrade from the
previous release). Of course if you just want to test one thing then
grabbing a daily ISO from cdimage.ubuntu.com isn't a bad idea.

There aren't local mirrors of cdimage (that I know of).
