Hi Phillip, try these.

Make the "Packages.gz" file.
> #!/bin/bash
> # Rescan local repository
> chown ftp.root packages/*
> chmod 0644 packages/*
> dpkg-scanpackages packages/ /dev/null | gzip -9 > packages/Packages.gz
> chown ftp.root packages/Packages.gz
> chmod go-rwx packages/Packages.gz

Make a CD out of the folder.
