[ubuntu-za] Switch to Mediawiki

Hi

I have suggested that we move to Mediawiki from MoinMoin when we change
hosting.

The reasons for this is:

 * More users are familiar with Mediawiki
 * Mediawiki is more intuitive
 * Mediawiki is easier to maintain (especially to upgrade)
 * Mediawiki has great plugins (OpenID, captchas, etc)

The downside would be that we would have to migrate the data from Moin
to Mediawiki first. I haven't checked whether there's an automated tool
to do this yet, but the worst case scenario is that we'll have to
manually copy and paste the content. The downside to that will be that
we would lose our revisions.

If anyone is against this, please speak now, or forever hold your peace :)

I asked on the #ubuntu-za IRC channel earlier today, and the 4 people
who responded was in favour of a move to Mediawiki.
