Usually the security update procedure is to patch the (presumed
stable) version in the release rather than introduce a new version -
however for Mozilla a few releases ago that became almost impossible
as IIRC Mozilla weren't producing individual patches for specific
vulnerabilities, just a whole new release and it was too difficult to
try and extract the patches and backport them.

That said, you'll only get a newer Firefox if the version in Ubuntu
has a security vulnerability - it won't be upgraded just for new
features.
