Even at 130ms this seems extraordinarily high.  I would advise against
using the UCT mirror other than in the case of ubuntu.mirror.ac.za
failing, as to get to UCT's mirror you are passing through the same
backbone that mirror.ac.za sits on, the other difference between the
backbone links is the size of the pipe (Internet -> Mirror.ac.za, versus
Internet -> Bandwidth Limiting systems -> Uct -> uct's mirror server).
Obviously for UCT students who are on campus that server makes the most
sense, this is not necessarily the case of those who aren't on campus!

With regards to the high latencies to ubuntu.mirror.ac.za, we have been
running rather heavily loaded since the release, with mirror.ac.za
peaking in excess of 280mbit, and averaging about 200mbit/second
outbound since Thursday afternoon, and this was compounded with the
release of firefox 2.0.0.8.  Bandwidth on the national side though
should not have been a real issue, and I see we have peaked as high as
120mbit/second on the national alone. In order to alleviate this
pressure we added a second server into the firefox rotation group to
handle the web requests, and the server seems to have stabilized now.

I will go through the statistics of the traffic we exchange with the
links of iburst, and if there is sufficient traffic to justify it, I
will attempt to contact them with the possibility of a settlement free
peering arrangement in mind, which should help to drastically reduce
congestion between the two networks and improve the performance to the
mirror server.

Heya Andrew

Seems the main ubuntu.mirror.ac.za is much better today. I've attached 
pings and traceroutes from the Belgian server that won the ping contest 
yesterday, and from the two local servers. The one at UCT certainly 
seems broken, but on the UCT side of the network.

Maybe you can figure out more from the text attachment.
