Those are not updated at a random time.  They are updated at the point
release.  The are left to stablise in their primary release before being
exposed in the LTS behind.  They are therefore updated almost exactly 3m
after the primary release releases.

As you point out (for the kernel) we have already started to prepare
what will be the linux-hwe package as linux-hwe-edge for testing before.
But that will move over when the point release is ready.
