Ok, here are my comments on the spec (could've edited it directly, but 
wanted to point these out separately so they could be discussed):

Rationale:

-TTBOMK runtime device reconfiguration is not possible yet, needs
  XInput properties (didn't get a confirmation yet)

Design/Implementation:

-if we end up hotplugging the keyboards, then we could drop the conffile
  completely?
-should console-setup generate & update the fdi-file? (configuring HAL on
  the fly from the console-setup config didn't seem to work, unfortunately)
-or maybe patch the server to allow only configuring the default layout
  etc in the conffile, and still use the hotplugging
-if hotplugging only !keyboards, maybe leave the keyboard section
  in the conffile as it is now
-correction: the mouse protocol is not specified in the current dexconf,
  the server/kernel defaults to PS/2
-correction: vmmouse is currently used as the default mouse, so it's not
  "extra" :) and according to fedora changelogs it doesn't work with i-h
-AllowEmptyInput; if needed, just patch the server to default to it

can't tell anything about the configtools at the moment.. barely awake 
here ;)
