[ubuntu-x] Fixes for LP#141063 and #127101

I've continued Bryce's debugging on #127101, and have found a sufficient
fix is to disable the Palette restore on inactive pipes. This leaves the
console's active pipe with correct colours, and doesn't crash on my box.

It isn't a 100% ideal fix, as it doesn't restore the registers
_exactly_, but this is far better than the crashes we were seeing.

There is a possible fix / workaround for #141063 too, as I already
posted.
