The UI idea is fine. (But an optional complex interface that appeals
to experienced people would also be nice)

It should be lot more fine-grained.

lot of time + limited knowledge + good language skills => testing (really ?)

 good language skills + high knowledge => documentation  only


Set of recommendations are very limited

We should have rules that accommodate most potential contributors and
pull in the unsure ones


Do we have a large decision table (so we can review/discuss that)?
