I think it depends on where you look. Canonical has a full time team
who works on community outreach but these past couple cycles they've
been focused on QA, Phone and Cloud, which leave behind a lot of the
traditional desktop programs most of us became familiar with. It seems
they've been quite successful in growing the QA, Phone and Cloud
communities. This makes sense for them as a company because this is
where they are investing and looking future-wise, but it does mean
that Documentation, Translations and others have been left mostly to
the community to maintain, and in the community there are very few
paid people who focus on it so less outreach is possible.

I did manage to get a Canonical guy to spend part time on Translations
so they don't get stuck. And I've been working with the Documentation
team for the past 6 months to try to get them back into shape to
accept contributors, the trouble right now is that there are so few
volunteers that they barely have time to get the work done that is
needed for release, let alone onboard new contributors. I'm hoping
that this will improve in the next 6 months.
