In most countries, very few people working in IT companies manage to
find time for anything mainly because they are overworked and
companies do not want more staff. The regulations are all manipulated
or do not exist in the first place.
In India for example, people belonging to that category can be ruled
out from FOSS or any activities unless the company itself is a foss
based one.
