Quick update here, yesterday Canonical IS installed the file I needed
to confirm with Google I'm an admin.

Turns out the malware trigger was attachments to spam wiki pages we
deleted last year - attachments aren't automatically deleted when you
delete pages. I deleted these as soon as I noticed the issue a couple
weeks ago and put in a request for Google to review the wiki for
malware today.
