Is there a particular application that you use on a daily basis that
you would like to see packaged?  Unlike Ubuntu, Debian has various
teams and all the bio packages come under the purview of the
debian-med team[0], who can be contacted at:
debian-med at lists.debian.org

Here is the alioth task list[1] -- where you can see the new sponsored
packages for blast, gbrowse, etc.. so if there are any Free/Libre
software that you use on a daily basis, that you would like to see
packaged in Debian/Ubuntu, this is where it needs to go :) If the
package is already in Debian and you would like to maintain it, that
is also encouraged by the debian-med team. Just email them at the
above mentioned list-id regarding the existing package and they
usually encourage folks to apply for DM status, so you may want to
update yourself with the debian processes: the debian-maintainers
guide[2] and a nice tutorial[3] on debian packaging.
