There isn't a very well documented process for deciding when a team
requires a council that receives delegated powers of governance from
the CC, but I tend to think that it is only done when needed, i.e. a
particular community is so large that resolving disputes is no longer
practicable by the CC and it helps to have a council of persons who
are closer to the particular community and know the issues better.

I personally don't see that as necessary for the UW team, as it isn't
with -doc, -artwork, -marketing etc.
