[UbuntuWomen] ubuntu-women IRC channel to become a Ubuntu core channel - why?

Hi all,

I am a bit puzzled when reading the minutes of the irc-council meeting
to see there was a request for #ubuntu-women to become a core channel.

What is the rationale behind that request and why can't I find any
trace on this mailing list about when/how and by whom this was
decided?
