LOL, its a great idea. Most times local stories land on UWN, Fridge,
FC. They are the community driven face of Ubuntu and are a good place
for us in UW to talk to the world. I hope I answered your question
correctly :)

There were translation efforts from the teams in EU and S.America but
I am not sure on its current status. Again if a loco team pushes news
in the local language it is usually available on the loco-teams site.
Sometimes i get to read news from the individuals blog on planet.u.c
which also has a link (under 'solar system') for loco-planets.
