ok! yes,  everybody can vote, press click on the option "leer mas" (read
more) and then in the window that opens pressing the "VOTAR",  then write
Nombre (Name), Apellido (Last Name), Cedula (ID), Correo Electronico
(e-mail).. send their mail a confirmation of vote.. is a bit long process..
sorry, but is for a very noble project!
