This would not make a difference to the current situation at all. If you 
start going explicit, you need to be 100% explicit, or people will read 
between the words and go to town with symantics, rendering the intention 
of the "naughty" list useless.

Take the #ubuntu-offtopic !o4o factoid for example. If we pull someone 
up for disrespectful or potentially flammatory comments/topics, and it 
is not in the !o4o, they get irate that *something similar* was listed, 
but their explicit topic wasnt (and hence in their mind "ok"), and 
refuse to see that the topics listed are *examples* not the full list.
