If I understand correctly the main scope of UW is ..

FWIW, we dont restrict membership on the basis of gender or any other
criteria for that matter. So how does any project undertaken by UW not
satisfy the above?

I am not sure I understand. As mentioned earlier we have no rules for
participation. So how does using the wiki "tie it exclusively to UW" ?
Does anyone feel that having our wiki undermines our contribution
upstream in some way ?
