There are in fact already > 700 'featured pictures' at Wikimedia
Commons. This is a open-content media repository primarily of use for
Wikipedia etc, but it is free as in speech - all content has to be
under a free license that allows commercial use and derviative works.
So I think it's the content counterpart to FOSSoftware.

If we could work out some way to work together, I feel certain the
Wikimedia Foundation would be very welcoming of that.
