[UbuntuWomen] IRC Course

In light of the upcoming IRC Meeting, I thought this would be a good time to
finally "publish" the IRC Course I wrote for Ubuntu-Women.

Information about what IRC is, how to use it, general etiquette, links to other
resources.

When I wrote this, I intended to have a formal session in channel for women to
drop by with their new IRC skills, but I think it's fine just to /join
#ubuntu-women and ask anyone in channel for help, we're a friendly bunch :) 

And I'm more than willing to schedule personal learning sessions if anyone
wants one. Anything to see more women in IRC!
