[utah-devel] New Stable Version

There is a new stable version of utah, 0.5ubuntu1, available for UDS.  
Highlights of the new version include:
- New fetch format: fetch_cmd replaced with fetch_method and fetch_location
- Better support for URLs in command line arguments and metadata files, 
including launchpad URLs
- Schema validation for testsuite metadata files
- Improved documentation with automatic upload to utah.readthedocs.org
- phoenix tool for testsuite/testcase metadata generation
- Expanded physical machine provisioning, including some ARM systems
- Lots of bugfixes
