Usually what is wrong is your package lists are out of date or out of sync. apt update generally fixes. The *debian* package is "mis-featured" -- the package list DB is sepaately updated from package install/update. RHel does things differently -- yum/dnf always does the "logical equivalent" of apt update as an integeral part of any install or update (1 command does it all). Rule of thumb: before any apt <whatever>, do an apt update first.
