I assume that you are talking about the screen that is seen after you
login, or after the boot completes if you are automatically logging
in. The confusion here is that this screen is the "Desktop", and it
seems that the screen you are talking about is the file explorer
Thunar. It is also possible to see the Desktop in Thunar as in fact
it is just a folder. In Thunar the view of this folder will be will
be rather different but the files should be the same ones.
Indeed, the desktop is just a folder. Most likely Thunar manages the
desktop too, since actually it's a file manager that provides the
desktop for a default Xfce4. Some of us don't use a desktop at all. Some
file managers, e.g. spacefm can be launched with an option for starting
a desktop manager daemon. However, IIRC Thunar opened as averaged file
manager behaves a little bit different to the desktop managed by
Thunar. It shouldn't matter regarding missing icons. I suspect that the
icons the OP described are displayed, if icons are missing. IOW the
icon theme is missing, or the icons are available, but something isn't
set up correctly.
I would start with updating the GTK icon cache.
sudo gtk-update-icon-cache -f /usr/share/icons/hicolor/
might fix the issue.
sudo gtk-update-icon-cache -f
