Thank you @Colin Law for that Fn+F11 tip, it answered my apprehensions whether Wi-Fi for my laptop is working or not ( I rarely connect to Wireless Networks and hence ignored related problems earlier)
Try turning OFF the laptop before rebooting into Windows?
WS=> I tried your suggestion to turn OFF the computer (I was previously just rebooting) and it does work. The problem now seems to be solved.

I am happy to report that after some more digging, I was able to find
the answer to my wireless problem. The command...

apt-get install firmware-b43-installer
fixed the problem and I can now connect.
WS=> Well it looks like I celebrated too quickly. I now can connect
to the wireless router using Linux (which I prefer) but cannot connect
using Windows. If this was my computer, there would not be an issue,
but since this is a friends computer, I would like to return to him a
computer that can wirelessly connect both Windows and Linux. It
appears that the apt-get installed firmware that now interferes with
windows wireless connections. Any solutions?
