Looks like a bandwidth issue. Your ISP might use a legacy Microwave Connection for some or all of its bandwidth instead of fiber. Having worked for AT&T Long Lines in the 60's and 70's we would experience severe bandwidth problems at Sunrise, usually related to movement of moisture in the atmosphere under the influence of the Solar Heat.
