what service provider are you under? Its 90% of the time telling you that u have an outgoing connection to ur isp and ur isp routes it out to the "web" from there. It could be a cable box issue with it being an unstable connection. I know in the past ive had issues like that from comcast where the connection would go hay wire and show its "online" but nothing is home on the other end when trying to ping out to another IP address. Try first a local lan ping first to make sure directly it isent ur cable ur using or the hardware itself. Its best to dubble and tripple check these things. <br>
