If you want system start from your CD, you shall goto BIOS to set boot sequenc by pressing F2 or F8 based on your laptop. Grub just manages which OS in your disk to boot, but not where(i.e. disk, usb, network, cd) to boot. If you want to modify the waiting time of GRUB for choosing os, then follow Brain Mckee's suggestion, you shall chang the 'timeout' value in /boot/grub/menu.lst to a positive number, which is in seconds.
