Those effects come with Compiz. Its installed by default in all distributions Gutsy Gibbon ( 7.04 ) onwards. You can enable it by right clicking the desktop, choosing Change Desktop Background > Visual Effects. You will probably see 3 options here - None, Normal and Extra.<br>
To get the effects, you may choose either Normal or Extra but that doesn't give you the 3D cubes. For that you need to install another package - compizconfig-settings-manager. Just do a "sudo apt-get install compizconfig-settings-manager" in the terminal and you will have it. Then go to System > Prefereces > CompizConfig Settings Manager. There you can configure the 3D effects. The "Desktop Cube" option needs to be enabled to get what you want. Play around with it.<br>
