As of December 27th pretty much everybody in Korea, China, Singapore, Japan, etc. has been experiencing what you're reporting. That would be the day of the earthquake which tore up anywhere from 2 to 12 undersea cables. (Reports vary.) The ships have only just reached the point where they can start to repair the break. Estimates currently are two to three weeks for a full repair. Two more ships are steaming in to assist -- if they arrive in time they should speed matters up.<BR>

Until then? You can access local web sites just fine. You can make local phone calls just fine. The international data pipe, however, has become a thin straw. You'll not get anything going at all.<BR>
