Sorry, but nothing you have so far given is useful for debugging your problem.
Please install wvdial, and then as root, run wvdialconf in a terminal and then
try to connect with wvdial (also in a terminal). This should provide more
useful debugging information.
I also need to see:
/etc/host.conf
/etc/resolv.conf
/etc/wvdial.conf
/etc/ppp/options
/etc/ppp/resolv.conf
Please remember to obfuscate any passwards in your post.
It would also help if you could borrow an external hardware serial modem from
someone and see if that solves you problem.
