Alt+F1 works here under Breezy (Which has Applications, Places and
System menus on the top Panel). Alt+F1 drops the Applications menu
down, cursor (arrow) keys navigate between and in menus.
Preferences->Keyboard Shortcuts shows all sorts of useful key
combinations and allows them to be configured to your tastes too. I
suspect you could link the Panel Menus (Applications etc) to the Windows
Key if you wanted...
