I don't think 0.9.7b (the version listed as shipping with Breezy) does
autodownloading. The liferea changelog, in part, reads:

So you'll need to get a package for 0.9.8 (shouldn't be hard to build;
Debian has a package in experimental for that version if you'd like to try)
to get auto-downloading happening.
