Free of charge is a vector for spammers. Many providers use the cell
phone requirement to help manage the spammers. You can probably
sidestep the cell phone requirement with the paid service. Paid
services keep the beggars off, like the spammers.
Email classification is a NP-complete problem. It is a problem
without a solution. The best you can do is find something that is
inaccurate but acceptable -- type I vs type II classification errors.
If you have tried the Big Tech bro's like Gmail and Yahoo, then you
might take a look at FastMail. FastMail is active on the various IETF
email-related lists. They are also more concerned with user privacy
and security than many of their peers.

You might be able to use a YubiKey or other device-based
authenticator. Using a device-based authenticator may satisfy the
hardware requirement that is used to manage or contain spammers. Look
for providers which support YubiKeys; or support FIDO, FIDO2 or
WebAuthn protocols.
