How to get Subversion 1.14.2 or higher on Ubuntu 22.04.1 LTS?

I ended up by setting up a new RaspberryPi4B device with the latest PiOS where
the svn version does allow plaintext cache of passwords.

After full configuration I created a disk image of its SDcard and transferred it
to the company LAN where they coluld put that image on another SD-card for a new
RPi4B over there and start it. Worked fine.

So now I have a freshly installed Linux box on the LAN with an svn version that
can do what I need.
