Ubuntu Server 24.04.1 LTS fresh install errors in apt install and upgrade

I was updating from Ubuntu 22.04.5 x86_64 to 24.04.1.

I used the "Software Updater" tool (command: update-manager) to do the
update.

The resulting Xubuntu install is... quirky compared to Ubuntu. It was
reporting that the "Panel" had crashed and would I like to report it? I did
some more updates today and the crash reports seem to have gone away. I
tried the Evince PDF viewer (as a snap, on Xubuntu) and it insisted on
printing a landscape diagram as portrait, truncating the diagram. I've
tried printing the diagram from Ubuntu and it prints as normal. Something
is definitely different between Ubuntu and Xubuntu...
