Kubuntu 22.04 will not update.

It does have 'interesting' files, but around 3000 lines of info - not
at all sure what those ~1000 sets of info actually mean though. Need
much more knowledge than I have...

How do I actually run that?

sudo DEBUG_UPDATE_MANAGER=1 do-release-upgrade

produces the same result as before.
