This isn't a Debian/Ubuntu difference.  It depends more on which
generation of documentation you read.

(At one point aptitude's resolver did a much better job of handling
cross-release upgrades than apt's did.  That was quite a long time ago
though, and nowadays apt typically does just fine, so since apt is
installed everywhere anyway, current documentation tends to just refer
to it.)
