speech dictation

Im trying to help a disabled neighbor who I put Kubuntu on their computer 
some time back, he needs
to be able to speak to his computer - like to write a paper and not 
necessarily for giving commands. 
He is (attempting) to use his phone to do this because he can dictate to 
this phone. Any suggestion
on software someone is actually using? Ive looked at quite a few and all 
seem to come with a crap-ton
of setup and ongoing monitoring.
