I am trying to do migrate from 20.04 to 22.04

I am getting BLOCKED because its trying to goto 91.189.91.38

WHY???

my /etc/apt/sources.list only references us.archive.ubuntu.com
and this is allowed in the firewall - NOT the strange address above.
