using Bluetooth

Hi,

I've never had the need to use Bluetooth before so I do not know where 
to start.  I am trying to transfer files on my cell phone to my 
computer. I tried to connect using a USB connection but the cell phone 
security is stopping the connection.  My cell phone has a Bluetooth app 
(also preinstalled.)  It seems as if Bluetooth is the next option.

My computer has Mint 21.3-Mate as the OS.  Using both the user account 
and the admin account I see that Bluez and Blueman are preinstalled.  I 
try the preinstalled   System/hardware/Bluetooth Manager   but 
everything is disabled (gray).  I tried the other option   
System/hardware/Bluetooth Adapters  but nothing happens when I execute 
that too.

I have searched the internet but am getting nowhere.  What must I do to 
connect my cell phone to my computer via Bluetooth.
