Is this recent behavior after an update? If so, does the issue go
away if you use an older kernel?

While you're waiting for a solution, holding down the power button to
do a hard power-off risks doing damage to the file-system. You might
want to try using the reisub or reisuo key-combinations instead:
Holding down the Alt and SysRq (Print Screen) keys while slowly typing
reisuo will safely reboot the machine.
* r: Switch the keyboard from raw mode to XLATE mode
* e: Send the SIGTERM signal to all processes except init
* i: Send the SIGKILL signal to all processes except init
* s: Sync all mounted filesystems
* u: Remount all mounted filesystems in read-only mode
* b: Reboot the system.
Holding down the Alt and SysRq (Print Screen) keys while slowly typing
reisuo will safely shut down the machine.

* e: Send the SIGTERM signal to all processes except init
* i: Send the SIGKILL signal to all processes except init
* s: Sync all mounted filesystems
* u: Remount all mounted filesystems in read-only mode
* o: Shut off the system.
Note that I've read that some of the steps in these key-combinations
are no longer performed on modern operating systems, but those
commands still work for me.
Note also that if you don't use the QWERTY layout for your keyboard,
there are alternative key-combinations that you can press to do the
same thing, as seen on this page:
