Define "doesn't seem to work".  Is the mysql_secure_installation command 
throwing an error? Or something else?

The "bare" install of mysql-server (and mariadb-server) results in an nearly 
empty database with access with no user/passwd.  This is *normal* for a fresh 
install.  mysql_secure_installation is supposed to walk you through the 
process of cleaning out the demo data and setting up a root user with a 
password.  mysql_secure_installation should be part of a base install of 
mysql-server / mariadb-server and is a standard part of the post install 
process.
