The earliest copyright for date.c in the coreutils package is dated to 
1989. The above bug report, GNU bug report logs - #13058
European date format, was submitted in 2012. After 6 years with no 
further comments or, more importantly, patches, it was closed in 2018.

If a modification was going to happen, it would've happened by now.
