How to use cloud images?

I’m trying to use the official cloud images for KVM for 23.10. I’m using Cloudstack. The image boots but no networking get initilized. My experience with other distro’s cloud images is they just work out of the box. What is the proper procedure to use these images for Ubuntu? Do I have to pass userdata? If this is the case, can someone please give me an example that will allow the interface to come up using dhcp. Rocky, for example, works fine. I didn’t have to do anything special.
