because you did not tell us that you are running linux-generic-hwe-
22.04 instead of linux-generic ;)

linux-tools-generic is a metapackage matching linux-generic to make
sure version updates are always pulled in for teh default generic
kernel ... 

on a machine that uses the linux-generic-hwe-22.04 metapackage for the
kernel, you indeed need the matching metapackage for the tools ... 
which in your case would be linux-tools-generic-hwe-22.04
