OK so I still get the same issue:

Its referencing 91.189.91.38 and that is not /etc/apt ??? Certainly not
us.archive.ubuntu.com
My commands now are:
sudo -E apt-get -qy update
sudo -E apt-get -qy full-upgrade
sudo do-release-upgrade
sudo -E apt-get -qy autoclean
