Correct there are reasons to be on 20.04.3, I need to visit a machine like
this that has "no internet"
So I am trying to do an "apt update --download-only" (this is what I
started with) and failed.
I then tried "apt update" this works, I then tried "apt install net-tools"
and this was the error I got.

Actual GOAL is to download everything needed and offline - no internet
update.
